EFFECT OF EMPOWERING EMPLOYEES , WORK DISCIPLINE AND EDUCATION OF COMPETENCE OF CIVIL SERVANTS IN THE DEPARTMENT OF CULTURE AND TOURISM SEMARANG

Abstract


Department of Culture and Tourism Semarang in order to provide optimum service to the public, the agency turned out to have problems that the level of competence of Civil Servants who work in the environment is still low. Allegedly still low level of competency of civil servants in the Department of Culture and Tourism Semarang motivated by empowerment that has been done by the agency to the employees still inadequate, work discipline employees of the agency is still low and there are many employees who have a low level of education and not in accordance with the areas of work undertaken over the years. Formulation of the problem in this research is how the Department of Culture and Tourism Semarang improve the competency of Civil Servants who work in the ranks.
The population in this research is 122, the sampling technique through purposive sampling method, in which a sample of 66 people. Data were analyzed using multiple linear regression method. Based on the calculation result known that t value variable employee empowerment of 0.268 < t table 1.669012, then the first hypothesis which states that the empowerment of employees and significant positive effect on employee competencies can not be accepted. t value variable work discipline and education respectively 2.030 and 3.423 > t table 1.66901, then the second and third hypothesis which states that the discipline of work and education partially positive and significant impact on employee competence is acceptable. Calculated F value of 7.662> F table value of 2.75, the fourth hypothesis which states that the empowerment of employees, work discipline and education simultaneously positive and significant impact on employee competence is acceptable.
